Updated in May 2006 to allow a longer transition period for employees who were in part-time or job-share arrangements when the policy first came into effect . The policy covers flexible working arrangements, flexible leave and employment arrangements, and family friendly work practices offer opportunities to work in a variety of ways that can be tailored to meet both the needs of employees and the Department.

Update: 26 March 2007: This policy has been superceded by the Priority Start - Building policy. Priority Access is a State Government procurement and contracting policy to increase training and employment opportunities. Contractors that demonstrate a training culture are able to tender for State Government contracts.

Update 1 June 2007: Section 5.3.2 has been amended so that contractors can also meet compliance by employing apprentices/trainees that are not related to the project, provided they are employed in the building and construction industry by the contractor in any capacity. Section 8.2 has been amended to allow contractors to negotiate an alternative timeframe in submitting Training Plans where the four weeks is insufficient. Priority Start - Building is a State Government procurement and contracting policy to ensure Government achieves a significant contribution in the engagement of apprentices and trainees in the building and construction industry. The policy applies to all Western Australian State Government building and construction, including civil and engineering projects with a labour component in excess of $300 000. The policy commenced on 1 January 2007.
