In May 2006, all public, independent and Catholic schools were sent a survey from the Department of Education and Training requesting information about canteen operations and the types and quantities of food and drinks sold. Extensive consultation occurred with health and nutrition experts, education and curriculum experts, canteen managers and staff, members of the food industry, and parents. Prior to being awarded a State Government contract head contractors need to be registered under Component A of Priority Start – Building. Successful tenderers are required to meet a pre-determined training requirement by providing training opportunities for a target number of apprentices or trainees to be engaged for the full duration of the contract. This target is linked to the labour component of the contract (see section 4.3.4 Training Requirement Table in the Priority Start - Building policy) and will be identified by the Works Agency for inclusion in the initial tender documentation.
